Differentiation is the process by which cells become specialized in structure and function. Dedifferentiation is the process where already differentiated cells lose their specialization and regain the capacity to divide. Redifferentiation is when dedifferentiated cells again differentiate to form new specialized cells.
Interfascicular cambium is formed from the parenchyma cells of the medullary rays. These parenchyma cells are fully developed and differentiated cells. For them to form cambium (a meristematic tissue capable of division), they must first lose their differentiated state and regain the ability to divide.
The key is that parenchyma cells are already 'fully developed' or differentiated.
Since fully developed (differentiated) parenchyma cells revert to a meristematic (undifferentiated, dividing) state to form interfascicular cambium, this process is an example of dedifferentiation.
This is a classic example of dedifferentiation in secondary growth of plants.
